In this installment, the Bowery Boys venture to London, where they stumble upon an eerie old mansion boasting a dungeon, a foreboding bell tower, and the ghostly presence of a former hangman.

In the movie, Horace Debussy Jones, known as Sach, receives news that his great-great-grand-uncle, the Earl of Walsingham, is near death and has arranged for transportation to bring relatives from around the world. Sach and his friends, the Bowery Boys, trade their first-class tickets for lower accommodations and travel to London, where they find the Earl surrounded by suspicious characters, including a sinister nobleman, a fop, a spinster, and a seductive young woman.
