A rebellious copy boy, Muggs, seeks justice when a prominent murder occurs, while also trying to prove himself to his superiors. He takes in the accused, Gypsy Carmen, and his gang, convinced of her innocence. However, their meddling leads to the mistaken arrest of the newspaper boss, causing chaos and confusion, as a reporter and a soldier try to unravel the mystery.
