In the early 1800s, the US government sends Major Thomas Blake on a covert mission to counter the Bey of Tripoli's demands for tribute from American merchant ships in the Mediterranean. Blake assumes the role of a Tory on a ship, which strains his relationships with fellow passengers Anne Ridgeway and her brother Sam. After being captured by pirates off Tripoli, Blake befriends the Bey and discovers a plot by a servant girl and her friends to assassinate him, as well as a State Department spy, Tobias Sharpe, who provides the Bey with advance information on American ship movements.
