Major Thomas Blake, a U.S. government agent, embarks on a covert mission in the early 1800s to negotiate with the Bey of Tripoli, who is demanding tribute from American merchant ships sailing through the Mediterranean.

In the early 1800s, the US government sends Major Thomas Blake on a covert mission to counter the Bey of Tripoli's demands for tribute from American merchant ships in the Mediterranean. Blake assumes the role of a Tory on a ship, which strains his relationships with fellow passengers Anne Ridgeway and her brother Sam. After being captured by pirates off Tripoli, Blake befriends the Bey and discovers a plot by a servant girl and her friends to assassinate him, as well as a State Department spy, Tobias Sharpe, who provides the Bey with advance information on American ship movements.
