Born in 1960 in Brochet, Manitoba, to Viola and Pierre Merasty, he is a proud member of the Cree Nation. His grandfather, the illustrious Joe Highway, was a renowned caribou hunter and champion dogsled racer, a testament to the rich cultural heritage that Billy would later draw upon in his own work.
As a young man, Billy made the bold decision to leave his hometown at the age of eighteen in search of his uncle René Highway, who was then working with the Toronto Dance Theatre. This marked the beginning of Billy's journey to Toronto, a city that would become his adopted home and the hub of his creative endeavors.
Upon arriving in Toronto, Billy enrolled in the Native Theatre School, a prestigious institution dedicated to nurturing the talents of aspiring Indigenous artists. It was here that he honed his craft, eventually launching his acting career at the age of twenty-three.
