Lieutenant Theo Kojak investigates the murders of several men of Byelorussian origin, initially unconnected, but later linked by their age, acquaintances, and post-WWII immigration to the USA. Despite the lack of motive and no known enemies, Kojak believes the murders are connected and the work of a serial killer. The U.S. State Department orders him to drop the case, but Kojak finds a sympathetic officer willing to help him access immigration files, revealing a dark secret: former Nazis in America, their war crimes, and the government's involvement in harboring them to counter the Soviet Union during the Cold War.
