We Own the City takes place in Baltimore in 2015. Riots are breaking out across the city as citizens protest for justice over Freddie Gray, a 25-year-old Black man who died under suspicious circumstances after police custody. The surge in drug use and violent crime is causing the highest murder rate in more than two decades: 342 homicides in one year, despite a population of just 600,000 people. In response to pressure from Mayor Bloomberg's office as well as a federal investigation into Gray's death, Baltimore police commanders turn to Sergeant Wayne Jenkins and his elite plainclothes unit, the Gun Trace Task Force, to help clear the streets of guns and drugs. However, behind these new efforts lies an unprecedented criminal conspiracy within the department that Jenkins exploited for personal gain.
