In the early 1990s, Boston's District Attorney Decourcy Ward partners with a seasoned but corrupt FBI veteran, Jackie Rohr, to tackle a case that will revolutionize the city's criminal justice system.

In the early 1990s, Boston was plagued by violence, police corruption, and racism. However, the "Boston Miracle" brought about a significant change. Assistant District Attorney Decourcy Ward, from Brooklyn, forms an unlikely partnership with corrupt FBI veteran Jackie Rohr to take down a family of armored car robbers, a case that eventually affects and transforms the entire Boston criminal justice system.
