The Chang brothers' story continues as Jian-Wa flees Los Angeles after a gang battle involving his brother Wago. He heads south, where he becomes embroiled in a conflict between racist whites and innocent Vietnamese fishermen. Jian-Wa decides to support the Vietnamese and help them defend themselves, while back in LA, Wago is thriving as a gangster.
