Dr. Dan Maynard, a bitter American surgeon, and Rita King, a Tangier-born woman with emotional instability, meet in a Shanghai hotel during a police raid. Rita, due to her friendship with the new police chief, enjoys freedom, which sparks Maynard's disdain. However, his opinion changes when Rita helps Major Wu get replaced and punished, and arranges for a young girl's emergency operation. Despite Rita's kindness, Maynard believes she is the source of a tip-off that leads to a tragic climax, as an internee is shot while trying to escape.

In the aftermath of World War II, Westerners at the Waldorf Hotel in Shanghai are held captive by the Chinese Communists, who are searching for a suspected spy among them. As tensions rise, some prisoners attempt to outsmart their interrogators and armed guards to escape.
