Bill Fargo, a former prisoner, returns to find Scanlon exerting control over the town, including the Sheriff and editor. Scanlon's grip tightens when he has the Sheriff's opponent murdered. The editor, in a dying confession, reveals the truth to Bill, but is subsequently killed with Bill's own gun. The editor's quick thinking, however, sets in motion a chain of events as he triggers Scoops' camera just before his death, leaving behind a cryptic note.
