Cedar Cove is a charming town on an island in Puget Sound, Washington, where neighbors look out for each other and values are old-fashioned. The town's moral compass is Olivia Lockhart, a bicycle-riding, scarf-wearing judge who grew up there. Despite being the center of attention, Olivia's life has had its challenges, including a divorce from her physician ex-husband after their son's accidental drowning death. This traumatic event affected their daughter, Justine, who has struggled to find her place in life.
