A bomb explodes in Mumbai on May 1st, 1993, killing hundreds, mostly children. The investigation is led by officer Jay Suryavanshi, who cannot arrest the alleged perpetrator, Jagat Jogia, as he is in London. Jay then arranges for a notorious criminal, Jeet Balraj, to be released from death row, providing him with documents to travel to London and a place to stay, with the goal of killing Jagat. Jeet assumes a new identity as Raja and falls in love with Mini, but his past life threatens to destroy his new happiness, as well as his life, due to the involvement of Jagat and Jay.
