In this chaotic and humorous film, a group of radical leftists inadvertently become pawns in a game orchestrated by the West German government to justify its strict laws.

A wealthy businessman secretly finances terrorists to increase his computer sales by creating panic in West Germany's government and industry around 1980. This is set against the backdrop of the formation of a new generation of left-wing activists in Western Europe, following the decline of the violent Red Army Faction. The story involves a capitalist's secretary who is also a gang member, and her father-in-law/lover, a police commissioner, who has a personal connection to the businessman and has hired his security force. The plot thickens when a group of young terrorists kidnap the businessman on Carnival Tuesday, February 27.
