In an alternate postwar Japan, 1996, the country is divided into two territories: Hokkaido, ruled by the "Union", and Honshu and other southern islands under US authority. A towering structure stands on Hokkaido, visible from Tokyo. Three middle-school friends make a pact to build a plane and uncover the tower's secrets, but their project is abandoned after one of them, Sayuri, falls ill and moves to Tokyo. Years later, as war looms, Hiroki discovers Sayuri has been in a coma since then and enlists Takuya's help to revive her.
