Patrolman Moe Finkelstein is tasked with guarding the German consulate, leading to tensions between him and the consulate's owner, Karl Baumer. However, Moe forms friendships with the consulate's residents, including Sophie Baumer, the consul's wife, and Frieda, a maid. As Moe senses an underlying tension, he discovers that Baumer has lost government funds, Sophie despises her husband, and the secretary, Baron Max, is in love with her. The situation becomes more complicated with the arrival of German saboteurs and their demands for funds to finance their project.
