The CIA and CONTROL, two national security agencies, engage in a friendly yet competitive rivalry. CONTROL's inventors, Bruce and Lloyd, are on the verge of perfecting an invisibility cloak technology, which sparks tension with the CIA's inventors, Bob and Howard. The rivalry intensifies when the only prototype of the technology goes missing, and Bruce and Lloyd suspect the CIA or CONTROL's arch-nemesis, KAOS, are involved. However, they discover the prototype was stolen by Isabella, a beautiful Maraguayan operative working for her government, which has ties to KAOS. Bruce, Lloyd, and their colleague Nina embark on a mission to retrieve the technology, while Bob and Howard try to do the same for the CIA, and Isabella pursues her own agenda.
