Bugs Ahearn, a bootlegger, sets his sights on California's high society after Prohibition ends. He rents a house from struggling Ruth and hires her as his social secretary. He also saves Polly Cass from a horse accident and takes her to meet her father, who sells him worthless stock certificates. When Bugs discovers the scam, he seeks help from the Chicago mob.
