In the town of Paradise Valley, Red Ryder convinces a group of homesteaders to settle there. However, businessmen from the nearby city of Central City have other plans, seeking to control the valley's water supply. They propose building a dam in exchange for half the land, but their true intentions are revealed when they rig the stockholder's meeting to ensure Central City gets the water. The homesteaders, unaware of Red's innocence, turn against him, believing him to be responsible for their loss.
