After returning from World War II, decorated officer Touko Laaksonen struggles to find peace in peacetime Finland, where persecution of gay men is rampant. He finds solace in his art, specializing in homoerotic drawings of muscular men, which becomes famous under the signature "Tom of Finland" and inspires a gay revolution.
