At the 1893 Chicago World's Fair, Flo Ziegfeld outsmarts his rival Billings and steals his girlfriend, setting a pattern for their lives of fortune and failure. Ziegfeld's shows become increasingly grand, with scenes from them featured in the film. He marries French revue star Anna Held, but their relationship is complicated. Eventually, he marries Billie Burke and appears to be out of luck.
