A former gangster takes a job at a school for hearing-impaired children in Gwangju, only to uncover a dark truth: teachers are abusing the students. He joins forces with a human rights activist to expose the crimes, but they soon face opposition from the school's principal, teachers, police, prosecutors, and even local churches, who are all trying to cover up the truth.
