As the dam in Rutland begins to show signs of aging, David Powell, a former architect, returns to the town after being ostracized by Walker, who prioritizes profits over safety. David insists that the dam be drained and inspected, but Walker dismisses his concerns, citing the costs and time required. Undeterred, David investigates the dam and discovers anomalies.
