A former solar physicist's research program, abandoned by the Pentagon, is revived by his deputy. However, the inexperienced leader and the Defense secretary's urgency lead to a premature test, triggering catastrophic solar flares and a plasma that wreaks havoc worldwide. The only one who can devise a solution is initially thwarted by the secretary's attempts to cover up the disaster.
