Joe Ruddy, a self-proclaimed "Perfect Movie Fan", is unexpectedly appointed head of a production company as a publicity stunt. Unbeknownst to everyone, Joe enlists notorious gangster Buggsy Malone to star as himself in a biopic about his life. Despite going straight, Buggsy still exhibits some of his old habits, taking control of the film and the studio. Meanwhile, Joe's sister Molly falls for him, and the studio head, R. B. Harris, becomes disenchanted with the publicity stunt.
