A ruthless rancher, Simon Miller, and his gang of outlaws scheme to steal neighboring ranchers' gold-bearing properties. However, their plans are disrupted by the arrival of Interior Department agent Johnny Mack Brown, who announces that the territory will be open to homesteaders. Miller and his gang resolve to keep the settlers out, while an old retainer, Panhandle Jones, and his wife Nora secretly reach out to Miller's grandson, Terry Draper, to bring him back to his senses.
