In a dystopian Venus, a civil war rages between Ishtar and Aphrodia. Reporter Susan Sommers arrives in Aphrodia just before its capture by Ishtar. She befriends a group of teenagers who live for a high-stakes motorcycle sport, and joins them in their fight to free Aphrodia from occupation.
