Lieutenant Humphrey Fairweather, R.N., attempts to prove his rocket invention is superior to the Navy's, but ends up convincing them that he's a threat to safety. Meanwhile, an ancient destroyer, H.M.S. Berkeley, is left without a commanding officer for nearly two years. Fairweather's appointment sparks alarm among the ship's skeleton crew, who have built a lucrative racketeering business with the local village. However, Fairweather's priorities shift to building another rocket and pursuing the ship's best customer's curvaceous French niece, Susanne.
