Government agent Carl Steelman, with German heritage, infiltrates the Nazi Bund to gather intel on their underground activities. He becomes a trusted member, but his father, unaware of his mission, kicks him out of their home. Steelman assumes the identity of a Bund member and travels to Berlin, where he falls in love with Helga Lorenz, a member of the German underground. To complete his mission, he must betray Helga to the Gestapo, but later rescues her and helps her escape to England. Steelman then returns to America, where he leads a group of saboteurs on a submarine, but secretly plants a time-bomb before departing.
