Michael Mason, a Parisian pickpocket, steals a bag containing a teddy bear with a timed bomb, unaware of its contents. The bomb explodes on a busy street, killing four people, and Mason's face is caught on CCTV, leading the French police to label him a terrorist threat. However, the explosion was a decoy set up by a group within the French Interior Ministry to facilitate a massive digital transfer from a bank on French National Day. Meanwhile, CIA agent Sean Briar uncovers the truth behind Mason's supposed terrorist attack and teams up with him to take down the corrupt Ministry officials.
