Haven D. Allridge, editor-in-chief of the News-Intelligencer newspaper, discovers the corruption of Bridgewood County Sheriff K.C. Burke and his associates after a minor traffic incident. Despite having the means to pay the fine, Haven decides to take a stand against corruption and writes a front-page article about his experience, encouraging readers to share their own stories. As a result, Haven compiles a dossier of corruption within the county, which attracts the attention of the state's attorney general's office.
