An American who became a Ninja in Japan after the war discovers he has a daughter and sets out to find her, but is pursued by a former protégé who seeks to stop him from breaking the Ninja code. Meanwhile, a drifter saves a girl from attack and learns about a corrupt sheriff, and later meets a Master Ninja who helps him defeat the sheriff and becomes his mentor. The Master and his new student team up with the girl and her father to stop a land developer from buying out their airport, while the Master searches for his daughter.
