In the West End of London, a new crime syndicate is formed by a group of five mobsters who agree to work together, with each member controlling their own territory and sharing profits equally, minus a 20% fee for their accountant. The syndicate's racket is protection, forcing small business owners to pay a monthly fee, and the police struggle to stop them due to limited resources. As the syndicate's power grows, one member quits and the others start a gang war, but the government eventually intervenes and the police arrest and recruit a key figure to testify against the syndicate.
