A hapless candidate seeks to become governor, and enlists the services of a seasoned operative to guide their campaign, hoping to capitalize on their unlikely partnership to secure the top office.

In a surprising move, Zachary Hicks receives a nomination for governor at the Progressive party's convention despite his slim chances of winning. Kay proposes that the party leaders hire Hal Blake, who she has a romantic connection with, as their campaign manager. Despite being in jail for falling behind on his alimony payments to Maybelle, Kay convinces the politicians to meet with Hal in prison. Impressed by his impassioned speech to a fellow inmate, the committee pays his fine and back alimony, and Hal takes on the campaign, juggling his work and multiple marital arrangements.
