A top-secret weather control program, led by General Roberts, launches a device to manipulate the weather, but loses control, creating a devastating hurricane. Seven years later, the program is revived, and a meteorologist, Ron Young, is recruited to direct a super-hurricane towards Mexico. However, a struggle on board the plane causes the hurricane to head towards Los Angeles instead. Young must fly into the eye of the storm to regain control, but faces sabotage from unknown sources.
