In the town of Sleepy Lagoon, a radio personality named Judy Joyner becomes the mayor after winning an election on an all-female reform ticket. She aims to revitalize the town by reopening an old amusement park, but a gambling racketeer named Jay Lucarne, also known as The Brain, sees an opportunity to exploit the situation and runs a secret gambling hall beneath the park. As a result, Judy is accused of political corruption.
