A trail drive is disrupted when a gang of outlaws takes control of the only water source, exploiting the cattleman and drivers. The outlaws, led by Bill and Earl, install a stooge mayor, "Bullseye" Johnson, but he eventually joins forces with Carla Anderson and her brother Larry to bring in Marshal Matt Conway and restore order.
