Gibson Pardee, a strict Port Warden of Los Angeles harbor, oversees his office with authority. His friend Marshall Walker, confined to a wheelchair, is content with his wife and two young children. When a freighter docks, they discover an atomic bomb on board, set to detonate within 12 hours by a Communist ship. To prevent panic, Gibson and Walker enlist the help of their enemy, tugboat captain Stanley Povich, to tow the bomb away to sea in a race against time.
