Teenagers Penrod and Rodney, despite being friends, constantly argue, causing trouble for Penrod's father, who ends up grounding Penrod. Penrod runs away, and his parents join forces with Rodney's family to search for him, offering a reward that puts them in debt. A carnival performer, Tex, learns of Penrod's disappearance and concocts a plan to claim the reward by presenting Danny, a lookalike with amnesia, as Penrod. The Schofields believe the imposter, but things get complicated when Tex demands a cut of the reward and Penrod tries to return home, with the help of the Junior G-Men and his loyal dog, Duke, who recognizes Danny as not being the real Penrod.
