Whip Wilson and his friend Dave Connors survey the range to identify a new railroad line, only to be ordered to leave the territory. The entire town and surrounding land are owned by a retired cattleman, Martin, who unknowingly allows his daughter Clara to exploit the town for her own gain with the help of her fiancé. Clara's sister Frances, however, opposes her sister's actions. The coming of the railroad threatens to end Clara's control over the territory.
