New York City is plagued by a wave of crimes in the 1970s. Friends Willie and Cy, frustrated with the police's inaction, join the Police Auxiliary Force and organize a group of volunteers from their neighborhood to patrol their own streets. Despite being issued uniforms and batons, they obtain personal firearms and radios, and even paint a disused police car with auxiliary insignia. As they patrol the streets, many residents and criminals mistake them for real cops, leading to a series of misunderstandings and mistakes.

In a gritty 1970s New York City plagued by crime, two fed-up cops join forces with a handful of disgruntled individuals to take matters into their own hands, only to discover too late that they've bitten off more than they can chew.
