A divinity student, John O'Hara, goes undercover as his twin brother, a gangster, to help the police take down a criminal organization. By posing as Gunner, John gains the gang's trust and improves their operations, even forming alliances with other criminal groups. However, his success is threatened when Gunner escapes from prison, putting John and the police in a precarious situation.
