In San Francisco, half-eaten bodies are discovered, causing widespread panic. The Monster, pursued by a mute gunman on a unicycle, is the prime suspect. However, a group of well-armed seniors is determined to catch the Monster, while the city's officials are more interested in covering up the truth. They have been bribed by the executives of a new beverage company, Krazy Kola, which is behind a sinister plot to cause people to sell their eyes for its product. A 13-year-old Urban Ranger, sent to earn his "Golden Scat" badge, befriends the Monster after he is injured and teams up with him to take down the corrupt officials and the Krazy Kola executives.
