In the late 1990s, Bhutan's King Jigme Wangchuck paved the way for the introduction of television and internet, believing that rapid development would bring greater "gross national happiness" to his country.

King Jigme Wangchuck approved TV and Internet in Bhutan in 1999, linking development to "gross national happiness". Director Thomas Balmès's film Happiness shows the impact on Laya, Bhutan's last remaining village, as roads, electricity, and TV arrive.
