On the Cornwall coast in the 1790s, pirates led by Black John sink ships during storms, plundering their cargo and killing sailors. The local magistrate, Squire Trevenyan, is aware of the piracy but is powerless due to Black John's knowledge of his darkest secret. Meanwhile, the Squire's son falls in love with a local merchant's daughter, and a highwayman known as The Captain robs stagecoaches, threatening the region's safety.
