The Coast Guard plays a pivotal role in the Allied victory of World War II, as they undergo rigorous training to hone their skills and bravery in the face of danger, ultimately contributing to the war effort.

After the surprise attack on Pearl Harbor, former Coast Guard crew chief Bill Rourk is deceived into enrolling in the Coast Guard Officer's Training School. Initially, Rourk wants to keep his high-paying and secure job at a civilian shipyard. He is first introduced to Commander McFarland at the shipyard and later serves under his command at the training school. Rourk's attempts to earn his Ensign's commission are unsuccessful, and he is ultimately assigned to McFarland's ship. Complicating matters are the romantic feelings both men have for Louise Ryan, the admiral's daughter.
