In post-fascist Milan, a group of boys refuses to give up their scouting activities, despite the government's ban. Led by Andrea Ghetti and Giulio Cesare Uccellini, they form the Stray Eagles, continuing to help others in secret. The group finds a hidden base in Val Codera, but fascist forces track them down, committing violence and intimidation. Undeterred, the Eagles persevere, eventually joining forces with teachers from the San Carlo college to create the OSCAR movement. Their goal is to help over 2,000 people wanted by the Nazi-fascists escape to Switzerland.
