After World War II, British Colonel Michael S. "Hooky" Nicobar is stationed in Vienna, tasked with helping Soviet authorities repatriate Soviet citizens, many of whom don't want to return home. He and his team become entangled in the story of a young ballerina, Olga Alexandrova, who's trying to avoid being sent back to Moscow.
