In rural India of the 1980s, Chittibabu, a simple and innocent man with partial deafness, makes a living by providing water to agricultural lands in the fictional village of Rangasthalam. When his brother decides to run against the long-time president who has exploited the villagers' land for 30 years, Chittibabu prioritizes his brother's safety, going to great lengths to protect him.
