A ruthless gang, led by a psychopathic killer, wreaks havoc across Virginia, Maryland, and North Carolina, perpetrating bank robberies, payroll heists, and brutal murders to ensure their anonymity.

A gang of armed robbers, known as The Tri-State Gang, terrorizes banks and payroll-vans in the 1940s, with their leader, George Legenza, being particularly vicious and cold-blooded. The police set up roadblocks and verify the identity of those matching the robbers' description, leading to a special unit led by Detective Sgt. Truscott tasked with apprehending the gang. As the gang's activities are threatened to be exposed, Legenza becomes desperate and violent, leading to a tense showdown at a hospital and a subsequent car chase.
