The film tells the tale of Debbie Benton, a small-town sweetheart from Texas, as she pursues her dream of becoming a Texas Cowgirl Cheerleader. With limited financial resources, Debbie and her friends start a business, Teen Services, but it fails to generate sufficient income. They rediscover their passion when they realize they can earn more by performing "little favors" and being perceived as "good girls".
